I'd like to add a condition using the rules wizard that is based on a percentage of the .SPX's P/E ratio.
(e.g. IF P/E ratio for .SPX is > 20%, then trigger rule)
How can I achieve this?

It's found on Conditions tab > General Fundamentals group. Item is above/below, crosses above/below etc. There are even such conditions as Fund. item's Moving Average or Price / Fundamental item (a ratio) above/below.

I looked in Fundamental items; however, I'm not seeing P/E Ratio as an option. I'm also not seeing a way to calculate the P/E using the wizard (e.g dividing stock price by EPS).
I do see Earnings Per Share under "Fidelity Fundamental Data for Securities.

This is to create a ratio of the symbol currently being processed, not SPY - an external symbol in the context of your question. Unless you're only interested in applying your system exactly to .SPX and nothing else!

It's a tough call using Rules.
There is an existing rule for "Price by Fundamental Item is..." but what you need is more like "External Symbol's Price by Fundamental Item is..." It's not implemented.
"P/E Ratio" is not found in Fidelity's fundamental data while it lasts until July 31. Other fundamental data providers like Multpl may have the P/E Ratio of S&P 500 -- but you won't have access to them until you transition to WLD:

Bottom line: you can accomplish this specific task without much effort by coding it rather than using Rules. See post #4 in the link above.
