How can you define custom keyboard shortcuts of the strategy editor?

In the "Keyboard" section of the dialog that opens when you click "Options..." while editing a strategy, there are "Save As" and "Delete" buttons next to the "Keyboard mapping" drop down which suggest you can define custom mappings but they are always disabled.

Is this a Pro only feature?

No, this isn't a Pro only feature. Saving keyboards shortcuts is disabled there as well. As far as I understand, the Options dialog is coming from the 3rd-party editor component and for some reason, neither assigning custom shortcuts nor saving schemes would work. Please enter a support ticket.

Unfortunately, we'll have to live with this. Redefining was removed due to possible conflict of shortcuts between the main app and the built-in editor.

I doubt that. There has never been a plan to update the IDE to mimic VS.

If you want my two cents, I never liked when backtesting software tries to look like Visual Studio.
