Don't open new position at the end of the day and at the morning

Could you help me to write condition that would prohibit to open new positions 10 minutes before market close ( 15- 50 PM EST ) and close all current position by market at 15 - 58 PM EST before market close.

Also could you tell me how does piece of code would be looks like that tells "don't open position before 13-30 AM EST "
