I doubt that you could affect the QuickRef (w/o going out of your way by creating a global user style) this way, it's limited to fonts. However, advices #B and #C should apply in your case and work just fine.

Item #3, I already have a .pdf viewer and I have downloaded the current .pdf files.
Item #2, the CHM Viewer, works fine on the "default font" items.. However the default font items are the headings only. The main portion of each item must be written in a non-default font, because they remain the same size (8-10 point) as I increase the default font?
Item # 2 export as an HTML file works, but I will need to decide if I want to do the work of indexing the .htm files and putting them into a bookmark folder - seems like a lot of work.
Is there another way?

AH-ha, but the Sumata viewer also displays CHM files and expands all of the fonts.

I have found an answer.
I use another browser as the default browser, so how I change IE 11 makes little consequence.
Oddly enough, changing the font size in IE 11 makes the font in the Help files larger.
IE 11 | Internet Options | Accessibility | and Check mark in "Ignore font sizes specified on webpages"
This fixes all of the Help files, but IE 11 will not display some sites correctly.
