I would like to know if I can run an intraday strategy (with an 1 minute bar) in the Strategy Monitor where the source is an ASCII file which is updated by an external program every minute ?

To work with the Strategy Monitor, a data provider must support "data update on demand" feature. ASCII files are not that kind, so the ASCII provider shouldn't work with the SM.
