IsLastBarOfDay(Bars.Count - 1) on streaming data

QuickRef states that use IsStreaming to disable IsLastBarOfDay logic.
Does it mean if IsLastBarOfDay could return true at the last bar even if it is not the last bar of the market?
What does IsLastBarOfDay suppose to return at Bars.Count - 1 on a streaming data source?
