I am stuck using WLD4 because I am a US resident who wants to trade futures (not available at Fidelity WLP). Is there any way I can purchase WLD6?

For trading futures, WLD6 is as good as WLP6 by Fidelity because no broker provider exists for WLD6.

Thanks but I don't understand. Fidelity does not trade futures. I'm not a Fidelity customer so I can't use WLP. Presently I have WLD4 and use QuoteTracker to get real-time price data and a custom VB app to read alerts from WLD4 and place trades with IB. I just want to upgrade to the latest and greatest C# system. Does WLD6 generate alert functions that I can write to a file same as I do with my old WLD4? Why would I need a broker provider? How can I upgrade/replace my WLD4? If a friend who lives outside the US bought WLD5 or 6 and sent it to me could I use it in the US? Any suggestions anyone?

I mean, opening an account at Fidelity for some may be an easier solution because not everyone has friends outside the US. If a friend who lives overseas have purchased WLD6, then there are no limitations and WLD6 can be used in any part of the world.
WLP/D6 still generates Alerts that can be "read" in any way supported by .NET. The point of having a broker provider arises because it would provide automatic order execution, account status, right-click trading and other features. As the broker API is here to stay in WL6 (just not supported), motivated developers can build custom connectors for smooth integration with their platforms of choice.
But if you can live with a custom app then it's certainly fine by us too.

According to the Eugene reply above I can continue to use WLD in the US, but I can't buy WLD from US. Am I correct? Did anything change?

You're still fully supported (as long as your maintenance period is active).
While we make every effort to disallow initial purchase by U.S. residents, MS123 doesn't restrict their existing users by geographical location.
The decision on switching to WLP is entirely up to you.
