I have Windows Vista OS on my pc.... seems I can't download wealthLab.

If Microsoft doesn't care about Vista (which was really poor, slow and unstable OS in my experience), I sincerely recommend that you upgrade to a more secure, fast and stable OS like Windows 10 or 7 (if you can still obtain it somehow) and also install it on SSD. One of my PCs which once came with Vista preinstalled now runs happily faster and stable under Windows 10.
