I'm looking at a strategy where I buy if the "price is more than X% below previous day's price".
One of the parameters is LookBackPeriod and if my bar scale is daily and my LookBackPeriod is 1, I assume it's looking back 1 day.
BUT if my bar scale is 30 minutes and my LookBackPeriod is 1, will it still look back 1 day or is it looking back 30minutes? (price is more than X% below previous 30 minutes' price)

30 minutes, naturally. Wealth-Lab is bar-based and the bar interval is 30-minute.

So just to clarify, even though it says "price is more than X% below previous day's price", it's still going according to bar interval?

Yes. It should say "bar" rather than "day".
