The strategic ranking expects the last bar date for 60 minute to be at 4:00. The last bar dates of Fidelity data all ended at 1:30 on 11/26 and when running strategic ranking it flags an error of the data not being upto date. Is there a way to change the last bar to 4:00 on all the data. I know it can be edited on the chart bar individually but I was wondering if there is a program that can change all the data.

Strategy Ranking doesn't require data to be up-to-date. Probably the Strategy(ies) you're using checks for that, so you could correct the Strategy code to account for short market sessions.

I am sorry but I think it requires up to date data. Because my code doesn't check for that and I run other public pulished codes to make sure of that and the strategic ranking stops to ask for up to date data. I suggest you run one of them to see if I am wrong.
