I want to buy a stock intraday, if the mkt cap is greater than a billion. I tried the following but it didn't work. Can you please let me know why it's not working ? It's always returning 0

It's not the code. Have you made certain that the market cap fundamental item for this particular stock does contain data? Update the Fidelity fundamental providers, check out the data update log for errors, plot the market cap item on a daily chart. Is the plot empty?
