I see 1.0.0.0 in two places:
c:\Users\username\AppData\Roaming\Fidelity Investments\WealthLabPro\1.0.0.0\Data\Strategies
c:\ProgramFiles\Fidelity Investments\Wealth Lab Pro 6\Data\Strategies
Can you please explain the roles of these two folders and actions?

The first is your User data. These data are not part of the installation and therefore will not be deleted by uninstalling Wealth-Lab.
The second is the "staging" folder, part of the installation. It's copied for new Windows Users that use Wealth-Lab on the same machine.
