Having no explanation on the oscillator by its author hardly helps. Googling for that "cm2 tradingview" points to that same RMO page rather than to a description of the function.

That makes it pretty clear. Nothing new under the Sun. As states a page with Metastock code,

Rainbow Oscillator, part of TASCIndicators. Published by Mel Widner some 23 years ago, it's "

It's hard to
invent an indicator these days ;) Many authors try to tweak known formulas slightly. If you take
TASC Traders Tips for example, you can find quite a number of such attempts in 2019-2020.
