After I created a new folder by answering the name of the new folder with Save Strategy As window, the new folder can not be showed in time. I have to restart WLD to see this folder. I wish new folders could be showed right away rather than restarting WLD.

They're shown, but they're added to the bottom of the list. The restart only puts it in alphabetical order. This is an effect of the caching feature (same with DataSets in the DataSource Manager), though I hope some day it can be improved.
